The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. The Human Rights and Social Development Division has a vision for just, equitable and resilient Pacific societies and it aims to achieve this by advancing human rights, equality and social inclusion for all Pacific people, grounded in cultural values and principles.The work of this Division includes work previously undertaken by the Regional Rights Resource Team (RRRT) in the area of human rights and the Social Development Programme (SDP) in the areas of gender equality and social inclusion, culture and youth development.

The Pacific Partnership to end Violence against Women and Girls Programme (PPEVAWG) 2024 – 2027 - Phase 2 (herein referred to as the Pacific Partnership 2 or PPEVAWG 2) continues the work begun under phase 1 (PPEVAWG 2018-2023). It is a regional and multi-country action aimed at promoting gender equality and preventing violence against women and girls in the Pacific Island Countries. The goal of the PPEVAWG 2 is to promote the understanding and practice of responsible citizenship and gender equality; promote the practice of social inclusion to prevent discrimination and gender-based violence.
The Kiribati Leadership, Engagement and Accountability for Development (KiriLEAD) is a DFAT funded initiative aimed at empowering and developing the institutional and advocacy potential of civil society organisations, who are engaged with human rights and social development in Kiribati. The project will be delivered over 3.5 years and implemented in partnership with the Government of Kiribati, specifically the Ministry of Youth, Sports, and Social Affairs (MWYSSA), and other relevant national and local stakeholders.
The role – The MEL Officer is a shared role supporting the Pacific Partnership to End Violence against Women and Girls Project and the Leadership, Engagement and Accountability for Development (KiriLEAD) Project. This position is responsible for monitoring, evaluating and reporting on development outcomes and project results ensuring that activities are effectively tracked and progress is clearly communicated.

Contract Duration – Until 31 December 2027 – subject to renewal depending on funding and performance.
Remuneration – The Monitoring, Evaluation and Learning Officer is a band 8 position in SPC’s 2025 salary scale, with a starting salary range of 2,146‒2,683 SDR (special drawing rights) per month, which currently converts to approximately FJD 6,460–8,075 (USD 2,854–3,568; EUR 2,629–3,286). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.
Benefits for Staff in a position advertised internationally (EPAI) whose duty station is Suva – SPC provides a housing allowance of FJD 1,500–5,200 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).
