Job Description

Company Overview: InterAgency, Inc. is a mission-driven, minority-owned environmental consulting and permitting firm based in Washington, DC. For the last decade, InterAgency has played a critical role in some of the National Capital region’s largest infrastructure projects – including billion-dollar tunnels to prevent flooding and improve water quality, seawalls to combat sea level rise, transportation infrastructure to electrify bus transit, and water pipe replacement programs to expand access to clean drinking water. We are experts in the planning and implementation of large-scale public infrastructure and commercial development, working with public agencies, global engineering firms, developers, and general contractors to strategically manage regulatory complexity and risk.

Job Summary: InterAgency is seeking a full-time Controller to lead and strengthen the company’s accounting operations, compliance functions, and financial systems. This role is a key leadership position responsible for ensuring accurate financial reporting, strong internal controls, audit readiness, and government contract compliance across a diverse project portfolio. While this role includes high-level oversight and systems building, it is also a hands-on leadership position. The Controller will directly execute key daily and monthly workflows — including client invoicing, reconciliations, payroll coordination, and expense reporting — while mentoring junior staff and building the long-term accounting infrastructure to support scale. They will collaborate closely with executive leadership to support growth, fiscal transparency, and operational excellence.

Key Responsibilities:

  • Lead and manage all aspects of the monthly, quarterly, and year-end close processes.
  • Oversee the preparation and accuracy of financial statements (P&L, Balance Sheet, Cash Flow) and ensure timely delivery to executive leadership.
  • Manage FAR-compliant overhead rate audits and maintain appropriate indirect cost allocation methodologies.
  • Develop, document, and enforce accounting policies and internal controls in alignment with GAAP, FAR, and other applicable standards.
  • Oversee billing operations for both public and private clients; ensure contract-aligned invoicing is timely, accurate, and audit-ready.
  • Lead Accounts Receivable (A/R) tracking and collection efforts, including client communications on outstanding balances.
  • Supervise and coach junior accounting staff in AP/AR, expense classification, reconciliations, and time tracking; establish clear accountability and process documentation.
  • Collaborate with payroll processors and HR to ensure accurate, timely, and compliant payroll across multiple states and benefit programs.
  • Maintain and continuously improve internal financial dashboards, cashflow tracking, and KPI tools to enable transparent, real-time decision-making.
  • Prepare for and coordinate annual external audits, tax filings, and financial reviews; liaise with external CPA firms, legal counsel, and lenders as needed.
  • Lead budgeting, forecasting, and project-level cost tracking efforts in partnership with executive leadership and project managers.
  • Support corporate planning initiatives, including the creation of new legal entities, partner buyouts, ownership equity tracking, and financial modeling for strategic growth.
  • Recommend and implement process improvements or technology upgrades (e.g., ERP, dashboarding, automation tools) to streamline accounting operations and reporting.
  • Ensure complete and auditable documentation of financial workflows, approvals, and internal controls to support organizational readiness and scalability.

Minimum Qualifications:

  • Bachelor’s degree in Accounting, Finance, or related discipline
  • 6+ years of progressive accounting experience, including at least 2 years in a Controller or equivalent leadership role overseeing full-cycle accounting.
  • Demonstrated hands-on experience with general ledger management, monthly close, A/R collections, and invoicing.
  • Expert-level proficiency in QuickBooks Online and Microsoft Excel (including formulas, pivot tables, and reconciliations).
  • Experience managing audits, maintaining internal controls, and producing financial statements in compliance with GAAP.
  • Direct experience with government contracting requirements, including FAR-compliant indirect cost rates and invoicing.
  • Strong written and verbal communication skills, with the ability to translate financial information for non-financial stakeholders.

Preferred Qualifications:

  • CPA or CMA certification (or active pursuit of one).
  • Familiarity with government billing models such as T&M, CPFF, and fixed price.
  • Experience implementing or optimizing ERP systems (e.g., Deltek, Oracle, NetSuite).
  • Experience managing multi-state payroll and benefits compliance, preferably in the DC/MD/VA region.
  • Background in project-based accounting environments with mixed contract portfolios (government and commercial), including experience navigating differing billing structures, compliance requirements, and reporting expectations.
  • Prior responsibility for financial reporting dashboards, KPI design, or budgeting/forecasting systems is a plus.
  • Familiarity with small business dynamics and the ability to work in a lean, high-autonomy team environment.

Employment Conditions:

  • Type: Full-time, exempt employment
  • Location: North Bethesda, MD (Hybrid)
  • In-Office Requirements:
  • First 60 days: 5 days per week in the office for onboarding and training
  • After training: 3 days per week in-office, 2 days remote (flexible based on team and business needs)
  • Hours: Monday to Friday, 8:00 am – 5:00 pm EST
  • Background Check: Employment is contingent upon successful completion of a background check, including employment history, education, criminal record, and credit history as applicable.

Compensation:

  • Salary Range: $130,000 – $155,000, commensurate with experience and qualifications.
  • Full medical benefits package (includes medical, dental, and vision).
  • 401(k) retirement plan with Safe Harbor employer match.
  • Paid holiday leave: All Federal holidays
  • Paid Time Off: 20 days/year
  • Flexible Spending & Dependent Care Account Programs
  • Company-provided life insurance, long- and short-term disability coverage
  • Eligible for annual performance-based bonus and raise, subject to annual review.
  • The company provided equipment and software, as needed.
